In the prequalification database for the supply and service sector, companies are listed that have proven their suitability for public contracts to chambers of industry and commerce or to the contract advice centers they support.
With the entry in the official register (AVPQ) companies and freelancers prove their suitability according to § 122 GWB, § 48 VGV or § 35 UVgO and the absence of reasons for exclusion. The entry in the official register gives the companies a legally secure position in the form of a presumption of suitability, which is required when participating in public contracts in Germany or in other EU member states.
With the Hospital Future Act, the Federal Social Security Office provides hospitals through the Hospital Future Fund (KHZF) from January 1, 2021 4 billion euros for digitalization processes. The aim of the investment program is to enable hospitals to invest in modern emergency capacities, digitalization and their IT security.
According to Section 21 (5) Clause 1 of the Hospital Structure Fund Ordinance (KHSFV), the Federal Social Security Office has certified SILREAL International, in the course of its consultancy work, to determine whether IT measures within the Hospital Future Fund meet the requirements for granting funding to § 19 Paragraph 1 Clause 1 Nos. 2 to 6, 8 and 10 of the KHSFV and the Hospital Financing Act.
The Official Register of Entrepreneurs and Suppliers (ULV) is kept by the Senate Department for Urban Development and Housing in Berlin and contains, among other things, companies for delivery and consulting services. Companies are registered in the ULV if they have submitted the relevant evidence for the requirements as well as the professional suitability for review.
The ULV information thus serves as a relief for the authorized contracting authorities and their contractors when awarding public contracts. With the admission, the evidence of specialist knowledge, performance and reliability as a prerequisite for entry are in principle deemed and have been provided.
